Students who are experiencing financial difficulties can apply for various schemes.

MOE Financial Assistance Scheme (MOE FAS)

The Ministry of Education provides financial assistance to needy Singapore Citizen students in Government or Government-aided schools so that all Singaporeans, regardless of their financial background, can benefit from the best opportunities in education.

  • Eligibility based on household income of $2750 or per capita income of $690

  • Benefits under the MOE FAS are:


Secondary Academic Level

School Fees

Full waiver of $5 per month

Standard Miscellaneous Fees

Full waiver of $10 per month


Free textbooks

School Attire

Free school attire


Students taking public transport:

$120 transport credit per annum

IDA NEU PC Plus Programme

In addition to MOE FAS, students from low-income households who wish to own a new computer at a subsidised price can apply to be on IDA’s NEU PC Plus Programme.

Other Financial Assistance Schemes

Needy students who do not meet the MOE Financial Assistance Eligibility Criteria may still submit an application for financial assistance offered by the school and other agencies. Please approach the staff at the General Office.

NEU PC Plus Programme

The NEU PC Plus programme, by the Infocomm Development Authority of Singapore (IDA) offers affordable PCs and broadband access to students and people with disabilities from low income families. Sucessful applicant can purchase a PC with free software and 3 years of free broadband and subscription at a subsidised price. To be eligible you must satisfy the following :-

  1. Student must be a Singaporean or Permanent Resident
  2. Has a permanent disability OR is a full-time student (aged 25 and below) in a Government/Government-Aided School, Junior College, Centralised Institute, Independent School, Specialised Independent School, Specialised School, Institute of Technical Education, Polytechnic or MOE-funded Special Education School
  3. The gross monthly household income or per capita income does not exceed $3,400 or $900 ($1,125 if there is a permanently disabled household member) respectively
